Beacon payment material is consumed in creative upon activation

      Adding primary and/or secondary effects to beacons consumes beacon payment items, even in creative mode. This contrasts with enchanting tables, which do not consume any lapis lazuli or experience levels (see MC-12656).

      Steps to reproduce

      1. Set down an activated beacon
      2. Insert an applicable material item
      3. Activate the beacon

      Expected Results

      The item was consumed.

      Observed Results:

      Because the player is in creative mode, it would be expected that the item would not be consumed.
