Blaze powder inserted into a brewing stand is consumed in creative mode

      When a player in creative mode inserts a blaze powder item into the fuel slot of the brewing stand, the item will be consumed, resulting in the player losing that item.

      Steps to Reproduce:

      1. Place a brewing stand
      2. Insert 1 or more blaze powder into the fuel slot

      Observed & Expected Results:

      - The blaze powder is consumed to fuel the brewing stand.
      - The item would not be consumed, as the player who inserted it is in creative.
