When a horse has a temper of 100 the player can still feed it client-side. However once the inventory is updated, the item count corrects itself.

Feed an untamed horse with a stack of golden carrots
Open your inventory
Click onto the slot where the stack of golden carrots was
→ Some of the carrots reappear
