Item frames are an entity, so surely the models and textures should go in entities folders?
On a related note, since they do use states like a block does, it may be worth changing the blockstates/ directory to states/block, and also having a states/entity directory, which item frames' definitions could be moved to. This could also house model specifications for stuff like thrown eggs and snowballs as to allow for customization of their models (they would point to the egg and snowball item models by default, for example).
