I was playing, in an online realm, on an XBOX One X. Not my realm but I was the only one on at the time. I used command /setblock to place a 1 x 1 x 1 nether portal at 0 63 0 in the nether. Expecting to end up near a castle I made at 0 78ish 0 in the overworld. It just said building terrain and never transitioned. I reset, and upon entering the screen with nether portal animation loop never leaves the building terrain process.
