I have bred new villagers and after uploading the 1.13.1 the new villagers won't link to beds or new workstations. 

I have tried to remove the newly bred villagers from the area and placing workstations and beds and the new villagers still won't link. 

I have also tried placing beds and work stations in the morning and midday to give enough time for the villagers to link to the beds and workstations, but they won't link. I have left them with workstations and beds for 5 in-game days but no success. 

I have removed a workstation of a villager already established in a trade (one that I have already traded with) and now he will not relink to a workstation. 

If I remove a workstation or bed, the villager won't relink to a bed or workstation that was replaced.
