Fill command doesn't give repeater the correct delay

      I was using /fill to place repeaters with a 4-tick delay, but when I placed a redstone block in front of the repeaters the delay seemed like it was only 1-tick. When I tapped on the repeater to change the tick delay it worked properly again.

      Steps to Reproduce:

      1. In the chat type "/fill ~ ~ ~ ~4 ~ ~ unpowered_repeater 15" (without quotes)
      2. Place a redstone block in front of the line of repeaters to power them all.

      What I expected to happen:
      The repeaters would power each with a 4-tick delay.

      What actually happened:
      The repeaters powered up faster than they were supposed to. It seemed like 1-tick for each repeater.

      This happened with command blocks executing the command as well, and using /setblock or /clone doesn't help. The delay is still inconsistent.

      (The world was creative, peaceful difficulty, cheats enabled, flat world type.)
