      Steps to reproduce:

      1. Switch into Survival mode if not in it already
      2. Give yourself a locked book/book & quill/enchanted book: 
        /give @s book/writable_book/enchanted_book 1 0 {"item_lock": {"mode": "lock_in_inventory"}}
/give @s book/writable_book/enchanted_book 1 0 {"item_lock": {"mode": "lock_in_slot"}}

        or sign a locked book & quill to obtain a locked written book

      3. Use it on a chiseled bookshelf

      Observed result:
      The locked book/book & quill/enchanted book/written book is stored in the chiseled bookshelf.

      Expected result:
      The locked book/book & quill/enchanted book/written book stays in your inventory.
