Locked books & quills and written books can be put on lecterns

      Steps to reproduce:

      1. Switch into Survival mode if not in it already
      2. Give yourself 2 locked books & quills: 
        /give @s writable_book 2 0 {"item_lock": {"mode": "lock_in_inventory"}}
/give @s writable_book 2 0 {"item_lock": {"mode": "lock_in_slot"}}
      3. Sign one of the books and quills so it turns into a written book
      4. Use them on empty lecterns

      Observed result:
      The locked book & quill and written book are put on the lecterns.

      Expected result:
      The locked book & quill and written book stay in your inventory.
