Strength and weakness effects does not change ram damage from goats

      Goats having strength or weakness effects doesn't change how much damage the player or any entity received from a ramming goat. This isn't consistent with other mobs and is not in parity with Java Edition.

      Step to Reproduce
      1. Spawn a goat
      2. Use /event entity @e[type=goat] minecraft:born_screamer to set the goat to a screaming goat
      3. Apply strength/weakness effects (either by commands or by splash potions)
      4. Let the goat ram to you.

      Expected Results
      The ramming goat affected by strength does more damage, the ramming goat affected by weakness does less damage.

      Observed Results
      The ramming goat with those effects doesn't change any damage regardless.
