After exploring out to about 3,000 blocks from the origin, and finding about 25 normal villages, I am now finding only empty villages.  These are not zombie villages.  They are normal villages with doors, torches, gates, etc, but there are NO villagers in them, and no animals.  If I add villagers and animals, and save the game, the village retains the entities I've added.

I am playing creative mode with peaceful setting.  Seed was random infinite world.  This bug persists after exiting the game and starting a new game.  It persists after computer restarts.  ALL new villages that I find (both zombie villages and normal villages) are completely empty of villagers and animals, but beds and workstations and doors are all present.
