Sometimes chests in shipwrecks don’t generate. It seems that it only affects treasure and supply chests, map chests always seem to generate. I have encountered multiple shipwrecks with no loot due to this (only part where the supply chests generates, which was missing.

Steps to reproduce:
- Go to Create world.
- Enter the following seeds: -1184384676 and 668
- go to the shipwrecks in the seeds; on the seed -1184384676 it should be visible at spawn. In 668 you need to travel to the left and right a bit.
- compare between the seeds.
Intended result: all shipwrecks in both seeds have all three chests.
Observed result: the shipwrecks in the seed 668, while fully intact, only have the map chest, while the ship in -1184384676 has all three chests.
