When a potion is applied to the player while he/she has her inventory open, the potion mini-screen (to the left of the inventory) will not appear until his/her inventory is closed and reopened.
To Reproduce:
1. get a splash potion and throw it straight up
2. quickly open your inventory before the potion hits you
3. observe
4. close and re-open your inventory
5. observe again
