adding paper to map, does nothing if you shift left click

If you add paper to your map and shift left click to fast move the item, it uses the paper but nothing happens to the map.

I tested this out in both survival and creative, both have the same effect

I expect the paper to add on the map and be able to fast move the item with its hotkeys (shift left click). p p p

2. add paper to map 8 paper surrounding map, shown above
3. shift left click on completed map in crafting table
