When holding an axe in the main hand and a shield in the off hand and trying to scrape a copper block of its oxidation, the shield is activated rather than the axe.

To reproduce:

1. place down a copper block at any oxidation level other than the first
2. obtain a shield and place it in the offhand
3. obtain an axe of any type and place it in the main hand
4. right click on the copper block
   1. Expected: the axe in the main hand would activate, stripping the copper block of one oxidation level
   2. Actual: the shield in the offhand is activated, causing the player to block
