I created a new world in 22w13a and the server was completely broken. There was nothing in crash-reports so as Dhiranos suggested on Discord the server may be stuck in an infinite loop. After closing Minecraft through the Task Manager I made a new world with a different seed and everything seemed fine. I made a new one with the original seed and that one was broken as well, so it must be something that happens either with certain seeds or at certain points during worldgen; more likely with the seed, as reopening one of these broken worlds causes the server to die shortly after loading in. I can't generate a crash report, as holding down F3+C shows a popup that says "OpenJDK Platform binary is not responding" rather than simply crashing the game.

To test: create a new world with the following seed. You may also want to have your render and simulation distances set to 12, as mine are.

      Seed: 6275004367387718279
