Sky background is still visible in the void

      Despite the fix of MC-230905, sky is still visible when the player is in the void, even though the other issues listed (except for MC-152504) have been resolved. Not sure if this was overlooked so i'm reporting this here.

      This causes some visual inconsistencies due to how fog color changes to black when you go below the world limit not matching skybox, and thus making pitch black terrain visible at the horizon, as can be seen in the overworld and the end. Nether fog though, seems to not have this inconsistency.

      There's a similar effect achieved on long caves due to MC-118103, however this issue is different from the fact this only affects fog below the world height limit, breaking immersion in a different way if the player falls into the void from a what is supposed to be a dark cave. At some point if you are deep enough you wouldn't be able to see the skybox anyways.

      Expected result
      Sky would gradually hide from player's vision, when going into the void.

      Observed result
      Skybox is visible in the void.

      How to reproduce

      1. Load a world, set the time to around 12500.
      2. Go below the height limit, /tp ~ -65 ~
      3. Look around and notice how the skybox is visible.
