Using /setblock /fill or /clone on a block that has a sculk sensor to place a new sculk sensor leaves the block in the cooldown state

      If you fill an area with sculk sensors by hand or by using commands and then fill the same area again with commands, the sculk sensors stop reacting to anything they react normally. Checking the block state in the f3 menu shows that the blockstate sculk_sensor_phase is stuck at cooldown (screenshot in the attachments).

      This doesn't get fixed by block updating the sculk sensor, it only gets fixed when you break it and place it again.

      How to reproduce:

      1. Place a sculk sensor by hand or by using a command(/setblock, /fill or /clone)
      2. Use a command to place a new sculk sensor in the same position as the first one
      3. Do anything that a normal sculk sensor would catch, it won't work
