When I place a torch on redstone ore, it doesn't make a placing sound, but still places the torch. When crouching, the torch is still placed normally as expected and makes the wooden placing sound. Either the torch being placed or the torch not making sound is unintentional. I've seen a few other similar bug reports, but those were specifically about placing redstone ore on other redstone ore, so I think this is different enough.

What I expected to happen was...:
Either the torch would be placed and the wooden placing sound would be made, or the torch wouldn't be placed and the ore would just light up.

      What actually happened was...:
The torch was placed without making any noise.

      Steps to Reproduce:
      1. Have sound on
      2. Locate a block of redstone ore
      3. Place a torch on it
