Bees will occasionally freeze in place–their wings stop flapping, they stop bobbing, and they don't move any more. When pushed by the player they start moving again briefly before freezing once more.

Holding a flower nearby will snap them out of it and they'll start tracking the player, but they will again freeze if the player stops holding it or if the player stops moving and the bee catches up to them. If the player is standing right next to a frozen bee and holds a flower, the bee will rotate to face the player without bobbing, flapping its wings, or otherwise moving.
