Farmer villagers are extremely slow at harvesting crops, through testing i have found they they only harvest 3 or 4 wheat per working hours and even then it can vary, sometimes harvesting none all day. in 1.13 they were extremely good at this job therefor something in 1.14 must have broken them a little :)
