Windows 10, Java edition unknown.

Unconfirmed
A few random blocks in my game will not allow me to place new ones after having originally being broken, leaving me unable to complete builds. Seems completely random.
What I expected to happen was...:
Blocks should have placed- no entities/caves or anything in the way.
What actually happened was...:
Block count goes down, until updated within the inventory, then returns to normal.
Steps to Reproduce:
Unknown cause and is completely random. After taking that video I found a second, set of blocks not too far away above ground doing the same thing. For some reason I can drop sand into it from above, and that block behaves normally, but anything else like oak planks won't place. For some reason I can place torches in there. Not really far enough in game to try glass or water.
