Dropper/Dispenser Inconsistency With Power

Droppers and Dispensers act in an unanticipated manner even assuming the bugs in MC-108 are intended when powered from a diagonal source. (This is a seperate redstone issue from MC-108)

What I expected to happen was...:
Dispensers and hoppers should only shoot items upon an adjacent (N,S,E,W,Top,Bottom) source of redstone.

      What actually happened was...:
Dispensers and hoppers do not shoot items when powered by an adjacent source when there is a redstone signal coming from a diagonal source. (even after diagonal source is removed) (nor do they BUD correctly)

      Steps to Reproduce:
      1. Place a block down
      2. Dispenser/Dropper above block
      3. Place a block to a diagonal of the Dispenser/Dropper
      4. Levers on both blocks
      5. Fill Dispenser/Dropper
      6. Power bottom lever (notice normal behavior)
      7. Unpower bottom lever
      8. Power diagonal lever (notice normal behavior (not shooting))
      9. Power bottom lever (normal behavior)
      10. Depower bottom lever
      11. Power bottom lever again (abnormal behavior)
      12. Place block ON dispenser/dropper (not front) (abnormal behavior (does not BUD correctly))
      13. Remove block
      14. Depower bottom lever
      15. Depower diagonal lever
      16. Power bottom lever (abnormal behavior)
