I upgrade a 18w50a world to 19w02a world and playing in that world. Then i tried to create a always active repeating command block with command inside:

tag @e[type=arrow,nbt=\{inGround:1b}] add grounded

So everytime i shot arrow to the ground with bow or crossbow the message appear said that the arrow has been tagged (command block still working).

Then i teleport like a thousand block away, fired the bow and the arrow hit the ground, but no more message appear that the arrow has been tagged. I try to teleport back to near command block and fired the bow there no more message appear too (command block doesn't work anymore)

The problem is similar to this https://bugs.mojang.com/browse/MC-86846

But happen in upgraded world.

I try to do the same thing in the freshly generated 19w02a world but there no problem with the command block (the message appear even we teleport far away)
