Droppers in an observer/dropper item elevator require a block update to continue functioning properly

      After triggering the right column of observers the elevator functions as expected: droppers put through 1 item and it ends up on top of the dropper chain. When I attempt to repeat the action the dropper chain seemingly clogs, and doesn't put any more items through until given a block update.
