I have had this issue for nearly a month now.  Nothing fixes it

No one who has ever asked this question on the internet has ever found a fix.

I give up.  I'm defeated.  This issue is on forums dating back to 2012, nearly 10 years ago- and no one has ever had the issue fixed for them.  

I used to be optimistic about Microsoft buying Bethesda, but now all my friends know Microsoft doesn't address bugs that have existed for nearly a decade.  Too big of a company.  Too big to care.
