This all started when I converted my worlds from 360 to bedrock. All Item frames, hooks, and torches I had placed originally immediately popped off the backs of stairs and could not be put back up. At the time I was told that this would be fixed when the parity between bedrock and java allowed for item frames to be placed on the tops, bottoms, and next to each other on the inside corners of blocks. The "parity" occurred, minus the ability to put them on the inside corners, but I still can't place torches or anything on the backs of stairs or summon fire on the flat top of inverted stairs.
