Zombie villagers that have been cured do not breed. I've tested this out in creative by spawning zombie villagers curing them and seeing if they will breed, after they did not I spawned in villagers and they did breed, I have enough beds and have dropped multiple stacks of food the only thing I can think of is that this is a bug. They've also been named with nametags if that may be what's stopping them from breeding.
