I am unable to create Firework Rockets of any level within the inventory without using the crafting table.

What I expected to happen was...:
Placing paper and 1 or more gunpowder in the 2x2 crafting grid results in a Firework Rocket

What actually happened was...:
The rocket appears as the result but when trying to click or shift click the item it briefly appears to transfer to the inventory but then dissapears and no ingredients are taken. Much like the beehive issue.

Steps to Reproduce:

1. Create a new world in Creative or Survival with cheats
2. Obtain paper and gunpowder
3. Attempt to craft using the standard 2x2 inventory

Notes:

• Crafting works fine in the crafting bench
• Getting sugarcane and turning it into paper doesn't help
• Getting the gunpowder naturally doesn't help
• Other recipes such as fermented spider eye or flint and steel do not seem to be affected
