I have a pillager outpost in my world that I go to whenever I want to start a raid(by killing a captain pillager). However, recently there has been no captain spawns in the outpost. I tested this for a couple hours and I can confirm that captains are not spawning. I find this very frustrating and would appreciate if this bug can soon be fixed. Other bugs like this exist but are marked as "solved". This however is not true, or at least for the current version of Minecraft. If this bug could be fixed, I would greatly appreciate it.
