Player maps not scaling correctly

      Description

      When using starter map or creating maps the maps always initially scale to 4/4 now.

      When crafting maps does not matter if using cartography table or crafting table still creates 4/4 map from the tables instead of starting at 0/4 basic map or map 1/4 zoom level 1.

      Does not matter if using mouse and keyboard or controller on windows 10 version.

      The same issue exists on Xbox one console edition as well.

      Also does not matter if experimental mode is on/off, makes no difference changing render, draw, simulation distances.

      Tried making just a map and opening before adding compass to map turning it into a locator map same issue.

      Makes it hard to do more detailed maps when they are zoomed all the way out.
