I was bulding a minecart track made of power rails uphill starting on level 1 up to the surface. The minecart shoud've just moving forward the whole way up to the surface.

But after two blocks moving forward the minecart stopped and turned back.
After that I built a track starting on level 3. But I wasn't able to move the minecart on level 3. That bug also appears on one other level between level 3 and the surface. The minecart isn't moving and you aren't able to move it on that levels. It doesn't matter if the minecart is standing on a normal or a power rail.
Steps to reproduce:
1. build a track of normal or power rails at a certain level on the y-axis (level 3 or the other level)
2. Place a minecart on a rail of the track
3. Try to move it
