If mined with Silk Touch, coal ore will drop as coal ore, when that coal ore is smelted into coal, it is not treated as regular coal, it can still be used to smelt, but it cannot stack with coal that is mined without silk touch, and villagers will not recognise the coal for trading. It also cannot be stacked with coal that was mined normally.
