I actually don't know what versions are affected. But on the current Nintendo Switch version, when you put a boat down it automatically sinks to the block below the packed ice.

I have searched a bit and this one MC-3761 requires one to walk to the boat to push it. I think it's different. Currently, you don't need to do anything to it. Just place it on ice, then it automatically disappears. Use pickaxe to break ice and viola, boat is there.

Happens randomly. I'd say about 1 out of 3 times you put the boat on ice, it drops to the block below.
