TNT sometimes does not blow up gravel or sand. There is no explosion sound and creepers just disapear and leave a hole when they "explode". When you put tnt in a hole 2 blocks down it does not explode anything. It also cannot blow up certain things and you cannot hear player hurt sound when affected by creeper explosion.
