Steps to Reproduce

Make a superflat world in Creative.
In Creative Mode Create the Wither Boss.
Spawn some mobs further away from him.
Wait for the wither to fly to target mobs.
The Wither Boss attacks normally, but then sometimes starts to fly around frantically for a while before attacking again.
