In 1.21.60.27 Preview, enderman can no longer teleport when riding boat and minecart. However, when riding boat or minecart, enderman can be hit and damaged by projectiles. This is also a parity issue with Java Edition.

Steps to Reproduce:

1. Spawn an enderman
2. Make it ride boat or minecart
3. Throw projectiles (such as arrows and tridents) at the enderman

Observed Results:
The enderman was hit and damaged.

Expected Results:
The enderman should bounce the projectiles.
