World slows down depending on the chunk drawing distance of others

      If the chunk draw distance in the video settings for a participant to a world is 64+, the world will be extremely heavy.
      There is no way to prevent this from the world host.

      Steps to Reproduce
      Step 1: Open the world as multiplayer
      Step 2: Set the chunk draw distance to 64+ from the video settings of the incoming player
      Step 3: World TPS(Tick per second) drops and entities and commands run slower

      Observed Results
      As per reproduction procedure.

      Expected Results
      The world behaves as normal regardless of the participant's draw distance to the world.

      Notes:
      Realms automatically limits the number of chunks. I think it would be an improvement to introduce that feature in regular multiplayer worlds as well.
