while riding an entity that has the "lock_rider_rotation" in the ridable component if you are in third person you can rotate more than the number specified
command blocks can detect this so it isn't just a visual bug
while in first person you can only change pitch
i tested this on windows and android

I have lock rotation set to 0 in the example given
