The issue began to occur after the update to 1.20.30 and wasn't present before. The controller in question is a Razer Kishi V2. With left trigger mapped to placement and right triggers mapped to destroy, two occurrences of each action will happen per one trigger press (two blocks immediately placed, or two blocks immediately destroyed.) After discovering this, I remapped the actions to the shoulder buttons instead, which solves the double placement/destroy. It doesn't solve the triggers triggering twice per press, though, and affects whatever function it is mapped to accordingly.

Edit: Along with other users, I also tried with a PS4 controller with the same results.

Edit 2: The behavior is caused by the pressure sensitive buttons themselves, apparently. If I press the left or right triggers ever so slightly, only one block is placed/destroyed. On a full press, it registers this initial "light pressure" press, as well as the "full pressure" press, each as a button press.

Edit 3: The only solution so far is to remap the triggers (such as L2 and R2 on Playstation and Xbox style controllers), to the shoulders/bumpers (L1 and R1) instead. This effectively removes two buttons you can use, but I haven't noticed any significant hindrances other than being annoyed.
The bug is still present as of 1.20.32.03

Edit 4: Bug still present on 1.20.40. However, I have since started playing Bedrock on Linux using a third party launcher, and the bug isn't present there. I'm not very savvy so I can't say why. The controller gets emulated to the app, It doesn't actually just connect afaik. I played with a PS4 controller.

Edit 5: Bug is still present, but I'm now very skeptical it's a Minecraft issue. I can't speak for everyone, but this seems to be an android issue. I have been playing Lego Fortnite with my son and it's behaving the exact same way, which is just as annoying. In menus, it will scroll pages twice at times, and it's infuriating when trying to get to a specific page.

That's probably my last edit, until the true culprit is resolved. I'm sorry for all the irritation the devs received from this issue. I apologize. Once the issue is fixed (by devs outside of MC) I may edit this post again just to say so, but at that point I didn't feel like it's necessary.
