Me and my friends have had this issue for a long time now. At least 3 years. There is always at least one of my friends that have trouble joining a minecraft server hosted on one of our consoles. They have to re-log a million times to finally be able to join, if they are even able to join. Sometimes it is just impossible no matter how many times we try. The only thing that seems to help is having the host log out and log back in and even then they have to try joining again and again until the game lets them in.

There are usually 3-5 of us playing and there is always someone with this issue.

We all have each other added as friends, we are all on the same NAT type, we all have PS+, the host has multiplayer settings on, we all have a stable internet connection, we are all playing on bedrock, we all have the same version of mc. 

The ONLY time we can all play together is when we get lucky, which is ridiculously rare and NOT A SOLUTION AT ALL. Pls fix.
