In the inventory, crafting bench and all other containers in the game the tooltip doubles. One near the selected block, which blocks the number of items in the stack and will stay there forever and the second one briefly appears at the hotbar.

When selecting an enchanted tool to move it to another spot in the inventory or to the hotbar becomes a guessing game... you never no where it ends up....
