Heightmap edges are no longer seamless when padding is set to 0

      In previous versions of the game (pre-1.19.20.23), heightmaps would be generated in such a way that their edges would not exhibit any seams, regardless of mip levels or padding in the texture atlas. Now, if padding is set to 0, heightmaps will no longer be generated this way and begin to show seams on their edges. This issue does not occur for any padding value other than 0.

      Steps to Reproduce:

      1. Download any community-made RTX resource pack
        (Typically they will all have their padding and mip levels values set to 0 to save on resource memory usage as well as prevent the extreme blur issues that it brings with Ray Tracing on)
        (Here is a link to one that you can use)
      2. Apply it to global resources in the new preview build (1.19.20.23).
      3. Observe the heightmaps in a world.
      4. Set padding value to any number other than 0.
      5. Observe the heightmaps again in a world.

      Observed Results:

      Heightmaps will no longer be seamless regardless of padding value. This heavily detracts from their visuals and ruins the look of many builds that make use of large flat walls.

      Expected Results:

      Heightmaps should behave as previously seen in versions of the game prior to 1.19.20.23, being seamless at the edges regardless of padding level.
