So its a bit complicated but I'll explain as much as i can.So I found this bug while walking around and when i sprint sometime this bug activated.I dont know how it happened but when in affect your fov won't change at first until after a few second and after you stop running sprint particle would still appear.It could happen in water to in this case can cause the ui to messed up a bit.
