The passive mobs, such as the following down here:
armadillo, axolotl, chicken, cow, fox, goat, llama, mooshroom, panda, polar bear, pig, rabbit, sheep, villager, allay, sniffer

Those mobs don't even attempt to pathfind themselves towards the nearby water while being on fire to save themselves.

      How to Reproduce
      1. Make a water pool.
      2. Set a fire nearby.
      3. Spawn the mob on the fire.

      Expected Result
The passive mobs would run towards nearby water as quickly as possible.

      Observed Result
The passive mobs would run anywhere, but not towards the water to save themselves eventually dies on fire.
