- Not exactly sure why this is or where the definitive numerical cut off is, but somewhere along the way, mobs stop spawning after a certain height. Passive mobs, hostile mobs, neutral mobs, doesn't matter. They don't spawn after a certain point. Granted, this makes living in the brand new mountains right now pretty nice, but theres no goats and eventually its going to get pretty easy to just scale a mountain to escape any and all danger at night.
