Curing zombie villagers is inconsistent--I hope this is a bug

Not sure if this is a feature (would be disappointed if it is) but after curing a zombie villager and after it's been given its job (after having to break all of the barrels and brewing stands in my house 50 blocks away because he can't connect to a blast furnace in front of him) sometimes he will just not give reduced prices. All the other villagers will but he won't? Considering you need a golden apple and a weakness potion to do this (not to mention the patience you have to have to find a zombie villager) it's really disappointing that it was all a waste. That would be the same as gathering materials to go to the nether but once you go through the portal you end up in an infinite soul sand valley with no bastions or fortress. i mean, seriously? I went through literal hell and back just so i can get some villager that doesn't understand that i saved him? One time i even got a nitwit villager which i wasn't as disappointed as one with regular trades and a profession because at least i know the nitwit doesn't have the potential to do anything. This has been around for a while so i am a bit concerned it is a feature, and if it is, just why?
