Affects 0.13.1
This bug means that ladders can't be placed on blocks when certain other blocks are placed adjacently. The problem persists even when the adjacent block causing the problem is removed.
For example, if an upturned stair block is placed next to a cobble block, a ladder cannot be placed on that cobble on any face, even after the stair block is removed.

The list of blocks that I have found that cause the affect are as follows:
- Nether Fence
- Glowstone
- Note Block
- End Portal
- Trapped Chest
- Fence Gate (all varieties)
- Redstone Lamp
- Slabs when placed top half (upside down, all varieties)
- Powered Rail
- Detector Rail
- Activator Rail
- TNT
- Pressure Plate
- Lever
- Button (Wood or Stone)
- Redstone Dust
- Redstone Torch
- Tripwire Hook
- Daylight Sensor
- Any Doors † (affects all adjacent blocks, see image)
- Upturned Stair Block (upside down, all varieties)
- Trapdoors (iron or wood)
