This issue has been going on for quite a while. Sometimes, Villagers kept jumping on carpets, going back and forth, not doing their jobs, possibly getting stuck on doors. It seems certain blocks ruin their pathfinding AI. It's not just Villagers, other mobs like Iron Golems, Horses, Chickens jump around on things like dead corals as well. There may be other non-full blocks that cause this jumping issue as well.
