This morning, I attempted to run Minecraft like usual using the a Forge version. As I clicked it, it started to say " Preparing.. ". It was stuck there for around 10 minutes. I canceled it and ran a regular version of Minecraft and it worked perfectly fine. I then deleted my Forge version and re-installed it. I get the same issue. I went ahead and deleted my .minecraft and re-installed Minecraft. After it had finished, I attempted to launch regular 1.12 and get the error, after 5-10 minutes,

" Failed to download file. patchy-1.1.jar

I've tried repairing Minecraft using the installer, and nothing has worked. I have Java 8 and tried running it as an Administrator and disabling my anti-virus.
Yesterday, Forge 1.11.2 and Forge 1.8 ran perfectly fine without any issues.

To reproduce this error:
1. Delete .minecraft'
2. Remove Minecraft from Program Files/Use installer to remove it
3. Re-install Minecraft
4. Install 1.12
